Hosting Guidelines


The following information outlines the process for obtaining permission to host a tournament.

Eligibility
Your club must be in good standing to be eligible to host a tournament or games. Only clubs and leagues affiliated with Mass Youth Soccer may be granted permission to host tournaments or games. We do not issue permission to host a tournament to organizations that are not affiliated with Mass Youth Soccer. When a private organization provides sponsorship for a tournament, the permission to conduct the tournament is granted only to the club and not to the sponsoring organizations.

We will only issue permission to host a tournament for the sport of soccer, either outdoor or indoor as defined by FIFA and US Youth Soccer. We do not sanction exhibitions or other forms of entertainment that might involve soccer.

Responsibility
The hosting organization is responsible for and obligated to comply with the terms of its invitation to all visiting teams. Reasonable aid and assistance should be provided to the visiting teams and participants during their stay. In the spirit of good sportsmanship, visiting players, coaches, and parents should be treated as welcomed guests.

Procedures for Submitting a Request to Host a Tournament
The following documents must be submitted to the State Office at least 90 days before the starting date of the tournament:
  • A completed Application to Host a Tournament or Games. 
  • A completed Tournament or Games Hosting Agreement. 
  • A copy of the competition rules for the tournament. 
  • A statement that you have a certified referee assignor for the tournament.

The tournament hosting application fee of $350

Procedures for Submitting a Request to Host a Tournament Involving Foreign Teams
The following documents must be submitted to the State Office at least 90 days before the starting date of the tournament:

  • All of the forms as specified above. 
  • The competition rules must stipulate that (a) the point system provides 3 points for a win, 1 point for a tie and 0 points for a loss; and (b) in any age group Under 17 and above, the rules must stipulate that FIFA limited substitution rules apply. 
  • A copy of the "Application to Host a Tournament or Games Involving Foreign Teams" and the "Certification Regarding Compliance with the Ted Stevens and Olympic Amateur Sports Act" must be submitted directly to US Soccer (not to Mass Youth Soccer).  

An additional application fee of $50 made payable to US Soccer.

Procedures for Inviting Teams
When inviting teams to your approved tournament, the invitation must include:

  • A copy of the approved Application to Host a Tournament. 
  • Rules and regulations governing the tournament. 
  • A statement that all teams must have a current US Youth soccer player pass. 
  • A statement that US Youth Soccer travel procedures must be followed. 
  • A statement that US Soccer rules regarding the use of US Soccer registered officials only. 

The invitation should also include:

  • The name of the Tournament Director, address, and phone number. 
  • If accommodations, transportation, or meals are being provided, a description of what will be provided. 
  • Expenses for which the visiting teams are responsible for example, entry fees, referee fees, meals, lodging, transportation, etc.) 

Acceptance
Once a team has been accepted into the tournament, the following should be sent to that team at least thirty days before the starting date of the tournament:

  • A complete copy of the rules and regulations of the tournament. 
  • Dates, times, and places of any coaches meeting. 
  • If accommodations are not being provided, a list of hotels/motels in the vicinity of the tournament, their phone numbers and rates. 
  • If transportation is not being provided, a list of rental car agencies and other transportation providers in the vicinity of the tournament, their phone numbers and rates. 
  • What publicity information, if any, is required including pictures, player/coach bios, team accomplishment, etc. 

Post-Tournament Report
The hosting organization must submit a Post Tournament Report to the State Office within thirty days after the tournament. Failure to do so could jeopardize approval of future tournament hosting requests.

The complete tournament report form should be a summary of the tournament. A list of teams invited and champions should be included. The report should also include documentation of any incidents involving send offs or cautions, referee abuse and referee assault. This must include the individual's name, team name, age group, and pass number.

If there is a discipline problem involving an out of state team, the Post Tournament Report will be sent to that team's home state.
